LA DEUDA EXTERNA, SUS IMPLICACIONES Y LA REPRODUCCIÓN Y ACUMULACIÓN DE LOS CAPITALES FINANCIEROS INTERNACIONALES
“Para comprender la deuda externa –con sus profundas implicaciones para el desarrollo del país- se requiere conocer las necesidades de reproducción y acumulación del capital financiero internacional, que depende, en primera línea, aunque no exclusivamente, de sus demandas de acumulación. La deuda externa, de los países subdesarrollados no solo es un problema derivado de sus desequilibrios financieros o del mal uso de sus recursos, sino que también de la lógica y dinámica de las finanzas internacionales, que prioriza la esfera financiera por sobre el sector real de la economía como nueva forma de regulación de la acumulación capitalista. El endeudamiento externo de los países pobres suple las necesidades financieras internas, afectadas, casi siempre, por la misma lógica excluyente y expoliadora del sistema dominante. Los préstamos se realizan a una tasa de interés –impuesta por los acreedores- que, por lo regular, incluye una prima de riesgo, determinada -casi siempre en forma subjetiva- por los acreedores y que se conoce como riesgo-país. En tal virtud, un préstamo se fundamenta en un análisis de riesgo de crédito establecido desde afuera, sin considerar las condiciones reales de la economía del país deudor. Por ello, los acreedores externos y la comunidad financiera internacional –en el contexto del orden económico internacional-, al mantener una posición dominante y al desplegar prácticas no ajustadas a la realidad de los deudores, tienen corresponsabilidad en el endeudamiento externo de los países subdesarrollados y en su ardua problemática.” (Del Encuentro: “Ecuador – deuda externa, sus alcances y perspectivas, Quito, 2-3 de marzo de 2005)
·JOURNEY FOR JUSTICE TO PALESTINE
En el marco de la generosa invitación de la YMCA de Jerusalén Oriental, la Asociación Cristiana de Jóvenes/YMCA de la República Argentina participará de esta actividad que tendrá lugar a finales de julio y principios del mes de agosto en Palestina. Representará a nuestra institución una joven líder voluntaria: Karina Fiezzoni. Esta participación ratifica el compromiso asumido por la Asociación de la Argentina con la justicia y la paz en Tierra Santa.
·PREMIO ASOCIACIÓN CRISTIANA DE JÓVENES/YMCA-CIUDADANÍA Y VALORES
La Asociación Cristiana de Jóvenes/YMCA de la República Argentina ha instituido, en el contexto de su reciente centenario en el país, el Premio “Asociación Cristiana de Jóvenes/YMCA – CIUDADANÍA Y VALORES”. Está orientado reconocer a la trayectoria de instituciones y personas que con sus aportes contribuyan a la construcción de ciudadanía. En su primera edición le fue entregado en una ceremonia pública muy concurrida, celebrada en la Bolsa de Comercio de Buenos Aires, a D. Carmelo Angulo Barturen, Embajador de España en la Argentina y ex Representante del PNUD en el país. El actual Embajador fue una figura clave en el nacimiento del DIÁLOGO ARGENTINO, instancia vital que se concretó en 2002, en los momentos más críticos de la vida social, política y económica de nuestra nación. En ese espacio participa activamente desde el comienzo la Asociación Cristiana de Jóvenes/YMCA
·II YOUTH PEACE NETWORK
Una joven líder de la Asociación Cristiana de Jóvenes/YMCA de la República Argentina, a la vez miembro de su Directorio: Sofía Sánchez Acosta, ha sido seleccionada y participa de esta importante actividad organizada por la YMCA de Vancouver, Canadá, que se extiende del 10 de junio al 12 de setiembre. Agradecemos la generosidad del movimiento canadiense al financiar totalmente esta experiencia.
·TALLER LATINOAMERICANO SOBRE “REDUCCIÓN DE LAS DESIGUALDADES SOCIALES ENFRENTANDO LA DEUDA EXTERNA, LA ESPECULACIÓN Y LA INESTABILIDAD FINANCIERA”
Este taller se realizó en Buenos Aires del 23 al 25 de junio de 2005. La Asociación Cristiana de Jóvenes/YMCA de la República Argentina fue invitada y en su auditorio se llevó a cabo la jornada inaugural. Participaron representantes de varios países: Argentina, Brasil, Chile, Ecuador y Puerto Rico, entre otros de la región, e invitados de Estados Unidos, Inglaterra y Suiza. Fue una actividad organizada por el CLAI (Consejo Latinoamericano de Iglesias) y Bread for All (agencia de cooperación de Suiza). Estuvo presente, entre otras personalidades, Israel Batista, secretario general del CLAI.
·PASANTÍAS INTERNACIONALES
Dos ejecutivos de la Asociación Cristiana de Jóvenes/YMCA de la República Argentina: Jorge Chiariello y Hugo Pérez, han participado en sendas pasantías profesionales, una de ellas en la ACM de San Pablo y la otra en la ACM de Sorocaba. En el mismo marco, durante julio, la Asociación Cristiana de Jóvenes/YMCA Argentina recibirá a la Ejecutiva de Atención al Asociado y del departamento de Desarrollo de la ACM de Sorocaba, Andrea Amadio. Destacamos la generosa actitud de ambos movimientos hermanos y a los que nos unen fuertes lazos de histórica amistad.
·ACJ DE ROSARIO
La gravísima situación institucional y la quiebra de este movimiento, independiente autónomo y sin ninguna vinculación jurídica ni programática con la Asociación Cristiana de Jóvenes/YMCA de la República Argentina, entidad madre en el país, nos obligó, moralmente, a intervenir en su proceso de salvataje, desafío de enorme voltaje y de muy compleja resolución. Afortunadamente, el estímulo de la Confederación Latinoamericana y del Caribe de ACJs y de la Alianza Mundial de ACJs, así como su aporte financiero, junto al de la YMCA de los Estados Unidos, han contribuido a que la carga que afrontamos resulte menos pesada aunque igualmente agobiante. Se creó, en sintonía con lo que señala la ley, un fideicomiso para intentar la recuperación de la entidad. La Asociación Cristiana de Jóvenes/YMCA de la República Argentina participa del fideicomiso y, además, ejerce la dirección ejecutiva de la ACJ de Rosario. Raúl Gonnet, secretario general de la Confederación Latinoamericana y del Caribe de ACJs, es el profesional al frente de la institución. La misma opera, cada día con mayor normalidad, en un contexto terminal que parecía imposible de remontar. Queda por delante el levantamiento del abultado pasivo, generado por la irresponsabilidad de una dirigencia, voluntaria y profesional indigna y la desafortunada intervención de actores externos que en nada contribuyeron a evitar que el desastre se consumara.
·FORO SOBRE LOS DERECHOS DE LOS PUEBLOS ORIGINARIOS
La Asociación Cristiana de Jóvenes/YMCA de la República Argentina ha creado hace algunos años este foro, que se vincula con su compromiso y misión anual de jóvenes a la provincia de Salta para colaborar con el Pueblo Wichí y aprender del mismo. Los días 10 al 12 de junio se hizo una muestra cultural en Buenos Aires, en ambas sedes metropolitanas. Representantes de las comunidades Wichi, Kolla y Toba tomaron parte de la actividad. El programa incluyó exposición de arte, música y reflexiones sobre la situación del Pueblo Wichi en la zona de Bermejo, Provincia de Salta.
·PROMESA DE LEALTAD A LA BANDERA – ACTIVIDAD CONJUNTA CON LA COMUNIDAD BET EL Y EL CENTRO ISLÁMICO
El 16 de junio, en instalaciones de la Comunidad Bet El (judía), con un lleno que superó la capacidad del amplio espacio disponible, tuvo lugar el acto central de la Promesa de Lealtad a la Bandera Nacional por parte de alumnos de cuarto grado de las dos escuelas de la Asociación Cristiana de Jóvenes/YMCA de la República Argentina, la comunidad Bet El y la Escuela Arabe-Argentina (Islámica). Esta actividad, en éste, su cuarto año, incorporó a la comunidad islámica (en las tres versiones anteriores la iniciativa se circunscribió a la Comunidad Bet El y a la Asociación Cristiana de Jóvenes/YMCA). Estuvo presente e hizo uso de la palabra la Senadora y Primera Dama, Cristina Fernández de Kirchner. También hubo otros altos funcionarios del gobierno nacional y de la Ciudad de Buenos Aires. Por sus singulares características concitó mucha atención y difusión de prensa, previa y posterior. La evaluación es altamente positiva. Para los representantes del Estado la actividad tuvo un muy fuerte impacto -la Senadora Cristina Fernández de Kirchner, por ejemplo, lo expresó puntualmente- por cuanto el encuentro simbolizó un espíritu y una actitud concreta e inusual de pluralismo.
·RELACIÓN CON LA YMCA DE ESPAÑA
La Asociación Cristiana de Jóvenes/YMCA de la República Argentina mantiene relaciones muy estrechas de cooperación con la YMCA de España. A través de esta última, la Asociación de la Argentina ha podido recibir apoyo en los dos últimos años para tres importantes proyectos vinculados a sectores social y económicamente más vulnerables. La YMCA de España expresa en los hechos concretos una actitud muy generosa y solidaria con la Argentina, algo que reconocemos y valoramos profundamente. En los meses de julio, agosto y setiembre seis jóvenes de la YMCA de España desarrollarán pasantías en la Asociación Cristiana de Jóvenes/YMCA de la República Argentina.

·THE FOREIGN DEBT, ITS IMPLICATIONS AND THE REPRODUCTION AND ACCUMULATION OF INTERNATIONAL FINANCIAL CAPITAL.
“In order to comprehend the foreign debt – with its deep implications to the development of the country – it is necessary to be aware of the reproduction and accumulation needs of international financial capital, which depends, mainly, although not exclusively, on its accumulation demands. The foreign debt of underdeveloped countries is not only a problem derived from their financial unbalances or misuse of their resources, but also from the logic and dynamics of international finances, which prioritize the financial sphere over the real sector of economy as a new form of regulating capitalist accumulation.
The foreign debt of poor countries replaces domestic financial needs, almost always impacted by the same excluding and despoiling logic of the dominant system. Loans are granted at an interest rate – imposed by the credit holders – that generally includes a risk premium, determined – almost always subjectively – by the credit holders and which is known as the country – risk index. In virtue of this, a loan is based on an external credit risk analysis, without considering the real economic status of the debtor country. Therefore, international credit holders and the international financial community – within the international economic order -, in keeping a dominant position and deploying practices that are not in accordance to the realities of the debtors, are co responsible for the foreign debt of underdeveloped countries and their heavy burdens.” (From the meeting: “Ecuador – foreign debt, its scope and perspectives, Quito, March 2-3, 2005)
·JOURNEY FOR JUSTICE TO PALESTINE
Within the framework of the generous invitation from the YMCA of Eastern Jerusalem, the YMCA of Argentina will participate in this activity that shall take place in late July, early August, in Palestine. Our organization will be represented by a young volunteer leader: Karina Fiezzoni. This participation ratifies the commitment made by the YMCA of Argentina to justice and peace on the Holy Land.
·THE YMCA AWARD – CITIZENSHIP AND VALUES
The YMCA of Argentina has instituted, in light of its recent centennial anniversary in the country, the “YMCA Award for CITIZENSHIP AND VALUES”. It is aimed at acknowledging the life history of institutions and personalities that through their contributions have promoted the construction of citizenship. In its first edition, its was awarded to Mr. Carmelo Angulo Barturen, Spanish Ambassador to Argentina and former representative of the UNPD in the country, at a public and well attended ceremony held at the Buenos Aires Stock Exchange. The current Ambassador was a key figure in the birth of the ARGENTINE DIALOGUE forum, a vital instance that originated in 2002, during the most crucial times of our nation’s social, political and economic life. The YMCA of Argentina has played an active role in this think-tank.
·II YOUTH PEACE NETWORK
A young leader from the YMCA of Argentina, and also a member of its Board of Directors: Sofia Sánchez Acosta, has been selected to represent and participate in this important activity organized by the YMCA of Vancouver, Canada, held from June 10 to September 12. We thank the generosity of the Canadian movement for funding this experience in its entirety.
·LATINAMERICAN WORKSHOP ON “THE REDUCTION OF SOCIAL DISPARITIES BY FACING THE FOREIGN DEBT, SPECULATION AND FINANCIAL INSTABILITY”
This workshop was celebrated in Buenos Aires from June 23 to June 25, 2005. The YMCA of Argentina was invited to take part in it and the opening ceremony was held in its auditorium. There were representatives from several countries: Brazil, Chile, Ecuador and Puerto Rico, amongst others from the region, as well as guests from the United States of America, England and Switzerland. This activity was organized by the CLAI (Council of Latin-American Churches) and Bread for All (Swiss Cooperation agency). Israel Batista – secretary general of the CLAI - was present, amongst many other personalities.
·INTERNATIONAL INTERNSHIPS
Two executives from the YMCA of Argentina: Jorge Chiariello and Hugo Pérez have participated in professional internships, one in the ACM of Sao Paulo and the other in the ACM of Sorocaba. We would like to underscore the generosity of both sister movements to which we are joined by strong bonds of historical friendship. Andrea Amadio, Executive for Membership and Development of the ACM of Sorocaba, is being received in the YMCA of Argentina in July.
·YMCA OF ROSARIO
The serious institutional situation and the bankruptcy of this movement, independent, autonomous and with no legal nor programmatic link to the YMCA of Argentina, mother entity in the country, obliged us, morally, to intervene in its aid process, a high voltage challenge and whose resolution is extremely complex. Fortunately, the stimulus of the Latin-American and Caribbean Confederation of YMCAs and the World Alliance of YMCAs, as well as its financial support, together with the YMCA of the United States of America, have contributed to making our burden less heavy although equally taxing. A trust was created, in accordance to the law, to attempt the recovery of the entity. The YMCA of Argentina is part of said trust and, in addition, holds the executive direction of the YMCA of Rosario. Raúl Gonnet, secretary general of the Latin-American and Caribbean Confederation of YMCAs, is the professional in charge of the institution. Said institution is operating with increasing normality within a terminal context which seemed impossible to overcome. Ahead lies the hefty task of doing away with the bulky liabilities, generated by the lack of responsibility of the leadership, voluntary and unworthy professionals and the unfortunate intervention of external players which made no contribution whatsoever to avoid the disaster from occurring.
·FORUM ON THE RIGHTS OF NATIVE POPULATIONS
The YMCA of Argentina created this forum some years ago, linked through its commitment and annual mission to the province of Salta in order to collaborate with the Wichi community and at the same time learn from them. From June 10 to 12 a cultural exhibition was held in Buenos Aires, in both metropolitan venues. Representatives from the Wichi, Kolla and Toba communities were a part of the abovementioned event. The agenda included the exhibition of art, music and thoughts on the situation of the Wichi community located in the Bermejo region, province of Salta.
·LOYALTY PLEDGE TO THE FLAG – JOINT ACTIVITY WITH THE BET EL COMMUNITY AND THE ISLAMIC CENTER
On June 16, at the Bet EL (Jewish) Community facilities with a crowd that exceeded the capacity of the ample space available, took place the central Pledge to the Flag ceremony by fourth grade students from both YMCAs of Argentina schools, the Bet EL community and the Arab-Argentine (Islamic) School. This activity, in its fourth year, has incorporated the Islamic community (in its three previous editions it had been limited to the Bet EL Community and the YMCA). Senator and First Lady, Cristina Fernandez de Kirchner, was present and addressed the audience. There were also many other senior government officials present, both local and national. Due to its singular characteristics it captured the attention and dissemination of the press, before and after. Its assessment has been highly positive. For the Nation’s representatives, the event had a strong impact – Senator Cristina Fernández de Kirchner, for example, expressed so by stating that the gathering symbolized an unusual and concrete pluralistic spirit and attitude.
·RELATIONSHIP WITH THE YMCA OF SPAIN
The YMCA of Argentina maintains a very close relationship with the YMCA of Spain. Through the latter, the Argentine Association has been able to receive help in the last two years for three important projects linked to the social and more vulnerable sectors. The YMCA of Spain expresses thorough concrete facts a very generous and solidary attitude towards Argentina, something that we acknowledge and deeply value. In the coming months of July, August, and September, six youths from the YMCA of Spain will complete internships in the YMCA of Argentina.
